python scripts in c:\Noaa\Scripts 
asfs_rename.py
    renames the appending asfs logger files with a time stamp and moves them to a subdirectory once per hour
    it executes at 4 min after the hour so that the Collections are current through the end of the hour

the other programs transfer the files collected at the tower to the ship D:, updated once per min, also managed with Windows Task Scheduler

- move asfs programs to noaa scripts DONE
- make bkp also sotred in noaa/sripts. DONE c:\Noaa\LoggerNetBkp\
- copy noaa script for my backup DONE
- I have not added the updated CR programs or the updated python programs to the workstation. we can do this on site
- remember to clar the asfs ftp cards and upload the most current program
- change the iridium times DONE
