2016 02 Revision Readme

Gain correction recommended by Gill is applied to the Windmaster sonic anemometer.  Revised processing
of methanol and acetone fluxes are described in the manuscript accepted in GTWS proceedings.
Sensible heat flux is corrected for the bulk latent heat contribution.  Sensible heat transfer velocity
is now computed at 10 m height and for a neutral atmosphere.  u* and Cd10n are computed from both
(u'w')^(1/2) as well as ((u'w')^2 + (v'w')^2)^(1/4).
